It actually depends on what kind of batteries you will be charging. If you are going to charge china made batteries it makes no sense to buy a P3,500+ TLP EXP Pro II Fuzzy Logic charger. Better stick to the stock charger kahit na it takes like eternity to charge. If however you have high end batteries (translation: mahal!!!) like Sanyo or GP sub-c batteries then obligado kang bumili ng good charger because you need to protect your investment. The typical 9.6 volt sub-c Sanyo/GP batteries cost P1,500 up (I recently got a Bnew 3200 mah 9.6 volt sub-c GP batteries for P2,500- and this was the cheapest in its class!) and its actually very easy to "cripple" or "kill" them by overcharging. If you have these type of batteries get a good quality charger.
It must have the following features and capacities:
1. a variable/adjustable mah rating Up to 5500 mah preferably.
2. Minimum of 4-8 cells charging capacity Although if you have 10.8-12 volt batteries (9 cells and up) you will need higher cell capacity.
3. Auto Cut Off feature with Audible alarm This is a very important to prevent overcharging your batteries to death. IMHO if a charger doesn't have this feature- its garbage! The alarm should be loud enough to alert you na tapos na yung charging because even with a auto cut off feature its not advisable to leave your fully charged batt on the charger.
4. Ncad and Nimh compatible As a general rule Nicad chargers are not always Nimh compatible but most (if not all) Nimh chargers are also Nicad compatible (the new Li Poly batts are a different story).
5. Discharger/Cycler Function Although some of the more experienced hobbyist don't dont like this feature because they would rather cycle their batts manually, I personally find this feature very practical and useful specially if you don't have time to baby sit your batts. Nimh batts won't benefit much from this feature but from time to time (every 6 charging or so) its a good practice to discharge and charge them at least 2 times because contrary to popular belief Nimh are still affected by the dreaded "memory" effect although not in a significant way like Nicads. This feature actually saved my old Sanyo sub-c's that a hobby shop in Manila said di na pwede kasi it would charge quickly but will drop after only one hi cap. When I got my TLP EXP Pro II I was intrigued by its fuzzy logic feature and tried it on my "dead" batteries. After about 3 cycles, Lo and Behold na buhay siya! Never had any problems with my "resurected" Sanyo's ever since. I used six 300+ round hi caps with it yesterday and it still has juice up until now.
6. Fast and Slow charge capable Some people like to slow charge their batts because fast charging kills batts daw others naman say that Nimh should always be fast charged to preserve them. I say have have both options at your disposal.
7. AC/DC Input Its always nice to have the option of charging your batteries while on the go. It saves time and money. BTW if you are going to use a DC input use crocodile jacks or a dedicated line to your car's battery, I don't trust the cigar lght adapter, baka kasi masunog sasakayan ko!
8. Digital Display Not actually a necessity but more of a luxury.
OK ang haba na no? The answer to your question is maraming magandang charger pero hindi sila quite affordable. The most "affordable" na charger I found (and I really went looking- from Raon to Mega Mall) was the TLP EXP Pro II. It cost me P3, 600 from Lil's Hobby shop in Mega. I saw a lot of other cheaper models but they were lacking in features. There was a lower end TLP model that was around P1, 450 (it did not have a auto cut off function) and P1, 800 Bionic brand (it was of questionable quality so much that the shop that had it was warning people not to buy it!).

Yiykes! I just read my own post and found so many spelling and grammatical errors- parang gawa ng Grade 1. May hang over pa yata ako from all the running we did sa game kahapon. hehehe
Rhedd, Ask mo kung ano ang specific model and price. Sa pagkakaalam ko yung TLP fast charger ang walang auto cut off. Mga P1,300 (Bnew) nalang siya ngayon.

But I would like to emphasize na WALANG AUTO CUT OFF SWITCH ito- that's why I didn’t buy it though it was the cheapest. A friend who is co owner of 7th Ave Hobby Shop in Caloocan told me of a "Pocket" Charger that was good daw (used by RC hobbyist), it cost around P2,500. It has a auto cut off feature. As far as I know ito na ang pinaka murang may ganoong feature.
